The Reforming and Upgrading Rural Agriculture for Inclusive Local Economic Development Programme positions agriculture as a driver of economic transformation in Ghana. As an innovation, the RU-RAILED Ghana leverages the Nucleus Estate Model and relevant sections of Local Governance Act 2016 (Act 936) to integrate smallholder farmers into national and regional economies through resilient value chains. The programme aims to create a modern agro-logistics economy along the eastern corridor, develop affirmative economic infrastructure, promote rural industrialization, and foster public-private partnerships.
RU-RAILED is designed to enhance productivity, reduce rural poverty, and stimulate local economic growth through value chain systems thinking, innovative financing models, and strategic public-private partnerships. It serves as a model for the African Continental Free Trade Area Agreement (AfCFTA) and aims to define the future of bilateral and multilateral development financing in Ghana.
